Divination and Guidance
Does being highly skilled in divination necessarily mean a teacher can communicate with spirits?

Not necessarily. Divination can be a skill learned through tools, rules, and experience. Spiritual communication is a different kind of perception. The two cannot simply be equated.
I have known teachers studying the I Ching, tarot, names, or astrology who were skilled in their fields without following our kind of spiritual cultivation, and who did not necessarily hold strong religious beliefs. Lacking spiritual communication does not mean they lack divination knowledge. Likewise, having perceptions does not mean someone already understands every divination technique.
My own path began with spiritual cultivation and later learning divination, so perception assists my readings. This is my learning path and cannot be applied to every divination teacher.
When choosing a service, first understand how the teacher learned, what methods they use, and whether they explain the principles clearly. A claim to spiritual communication alone does not make every answer superior. Different abilities each involve things to learn. Actual understanding and experience still matter.
